Oyigbo LGA flood crisis: joint media investigation reveals extensive flooding in Umuokolobo Community, Asa Clan
A field assessment by Oyigbo Television, Urban News Nigeria, News Central Television and Rapid Television documents submerged homes, impassable streets and the urgent need for a permanent flood-management plan.

A joint media investigation involving Oyigbo Television, Urban News Nigeria, News Central Television and Rapid Television was conducted to assess the extent and impact of the worsening flood situation in Umuokolobo Community, Asa Clan, Oyigbo Local Government Area, Rivers State.
The media team visited the affected area on Wednesday, 23 September 2026, to document the situation on the ground, interact with residents and assess the effect of flooding on homes, roads, businesses, movement and daily life. Drone technology was also deployed to survey the affected communities from the air.
Findings of the investigation
The investigation revealed severe flooding in parts of Umuokolobo and surrounding areas. One of the major infrastructure problems identified is the absence of an effective drainage system capable of conveying stormwater away from residential communities into an appropriate natural water channel or canal.
Without properly designed and interconnected drainage channels, large volumes of rainwater accumulate within residential areas. Many streets and compounds have effectively become waterways, leaving residents with limited means of movement.
Homes submerged, residents displaced
The joint media team observed several buildings surrounded or submerged by floodwater. Some residents have temporarily abandoned their homes and moved to safer locations, while others remain inside flooded houses because they fear criminal elements may take advantage of abandoned properties.
This has forced some residents to choose between remaining in dangerous flood conditions to protect their belongings and leaving their homes for safety. The situation raises serious concerns about public safety, sanitation, access to potable water, security and the welfare of residents who remain in the affected communities.










Several buildings affected by flash rain flood
Based on ground observations and the aerial survey, the media team estimates that several buildings in the affected area have been submerged or seriously impacted by floodwater. The exact number of houses cannot be determined from a field assessment and has not been officially verified. A comprehensive government enumeration is recommended to establish the number of affected buildings, households and residents.
The drainage problem
The investigation identified the lack of a properly planned drainage network connected to suitable water channels as a major infrastructure challenge contributing to recurring flooding. A long-term solution cannot depend solely on emergency relief materials after every flood incident.
The communities require properly engineered drainage infrastructure capable of collecting stormwater from streets and residential areas and safely conveying it towards appropriate receiving channels. Any project must be preceded by engineering studies, hydrological assessments and environmental considerations so that transferring water from one location does not create flooding in another.
Recommendations by Oyigbo Television
- Conduct a comprehensive environmental impact and flood assessment. The Oyigbo Local Government Administration, Rivers State Government and Federal Government should jointly assess flood-prone communities across Oyigbo LGA, including Oyigbo Urban and Ndoki rural communities.
- Develop an Oyigbo Flood and Drainage Master Plan. The plan should coordinate drainage corridors from flood-prone communities to suitable receiving channels, including the Imo River canal system where technically and environmentally appropriate.
- Construct primary and secondary drainage channels. Government should construct and rehabilitate primary drains, secondary drains, community drains, culverts and appropriate receiving canals along major roads and internal streets.
- Create water-retention and flood-management facilities. Retention ponds, reservoirs or detention basins should be considered where professional hydrological and engineering studies support them.
- Properly utilise ecological funds. Resources should support drainage construction, waterway rehabilitation, flood-control infrastructure, retention facilities, culverts, bridges, monitoring and maintenance, with transparent implementation.
- Include the community in planning. Residents can identify historical flood paths, water movement, blocked waterways and areas that stay flooded for long periods.
- Establish emergency safety measures. These should include evacuation arrangements, temporary shelters, rescue boats where necessary, security, safe drinking water, sanitation, medical assistance and emergency communication.
Conclusion
The investigation has highlighted the seriousness of flooding in Umuokolobo Community, Asa Clan and other flood-prone areas of Oyigbo LGA. The images and aerial survey provide evidence of a problem that requires more than temporary relief.
The immediate priority should be a coordinated government response involving professional environmental assessment, hydrological studies, drainage master planning, properly engineered drainage networks, appropriate water-retention facilities and sustainable maintenance.
This is not simply a call for relief after every flood. It is a call for a permanent, scientifically planned and properly funded flood-management solution for Oyigbo Local Government Area.

As the 2027 General Election approaches, the people of Oyigbo Local Government Area will have the opportunity to assess the backgrounds, principles, records and plans of those seeking to represent them in the Rivers State House of Assembly.
One of the candidates positioning himself for that mandate is Dr. Adibe Francis Chikwendu, a Chartered Accountant and son of Umuagbai-Ndoki in Oyigbo, Rivers State, contesting under the Nigerian Democratic Congress (NDC).
Dr. Adibe presents himself as a public servant guided by integrity, service, accountability and responsibility to the people. He says his political philosophy is rooted in issues rather than personality, political ego or empty promises.
According to him, politics should be focused on the problems confronting ordinary people and on building a system of government that is responsive, responsible and answerable to the people.

A state lawmaker's constitutional responsibilities include lawmaking within the state's competence, representation, consideration of public finance and oversight of government activities.
